INFORMATION FOR BENEFICIARIES regarding project implementation in the context of coronavirus disease COVID-19

In the context of the current outbreak of coronavirus disease (COVID-19), the threat of a pandemic that has become very real and the World Health Organization recommended actions related to the measures that restrict the movement of people during this outbreak, movement that should be proportionate to the public health risk, short in duration and reviewed regularly as more information about the virus, the disease epidemiology and clinical characteristics becomes available,
Taking into consideration the preventive measures recommended by both the Romanian and the Moldovan Governments regarding the presence and transmission of the new type of coronavirus among the population, as well as the announcement of positive COVID-19-test results in the eligible area of the Romania-Republic of Moldova Joint Operational Programme,
And the necessity to activate coordination mechanisms as early as possible and well before community transmission of COVID-19 occurs widely,

the Managing Authority issues the following:

4 cross border projects, totalising 24.2 million Euro, have been contracted under Romania-Republic of Moldova Programme

The Managing Authority within the Ministry for Regional Development and Public Administration signed, on June 28th, 2019, four financing contracts for the large infrastructure projects which will receive financing under Romania-Republic of Moldova 2014-2020 Joint Operational Programme.The projects will be carried out in partnership between Romanian and Moldovan authorities and they focus on the following types of investment:

Three Customs Offices from the Romanian-Moldovan border will be modernised with European funds

On June 28th, 2019, the Managing Authority for Romania-Moldova Joint Operational Programme, within the Ministry for Regional Development and Public Administration, and the National Agency for Fiscal Administration in Romania signed the financing contract for the project called “Rehabilitation and modernization of the Customs Offices from the Romanian-Moldovan border, respectively the Customs Offices of Albita-Leuseni, Sculeni-Sculeni and Giurgiulesti-Giurgiulesti”, totalising 10 million Euro.

Romania-Republic of Moldova Programme’s Joint Monitoring Committee meets in Chisinau

On December 4th, 2018, the Joint Monitoring Committee of Romania-Republic of Moldova Joint Operational Programme met in Chisinau in order to discuss the implementation stage of the programme.

The Managing Authority informed the Committee about the progress made in the evaluation of the 241 projects submitted within the calls for proposals launched and further measures were discussed in order to speed up this process.

The European Commission approves the large infrastructure projects submitted for financing under Romania-Republic of Moldova 2014-2020 Joint Operational Programme

On November 14, 2018, the European Commission approved the four large infrastructure projects submitted for financing under Romania-Republic of Moldova 2014-2020 Joint Operational Programme.

The total value of the projects is of 40.5 million Euro, out of which 24.3 million Euro represent EU contribution.

The Managing Authority of the programme has undergone all necessary steps for the approval of the four large infrastructure projects submitted by the Romanian authorities together with those from the Republic of Moldova in order to receive financing under Romania-Republic of Moldova 2014-2020 Joint Operational Programme. The approved projects are, as follows:

241 projects submitted under the Joint Operational Program Romania-Moldova 2014-2020

Under the Joint Romania-Moldova Operational Program 2014-2020 241 projects were submitted. Of these, 162 projects are SOFT and 79 projects target HARD projects call.

Under the Joint Romania-Moldova Operational Program 2014-2020, for which MDRAP is Managing Authority, two calls for projects, SOFT (projects that do not have an infrastructure component or the value of this component is less than 1 million euro) and HARD (projects with an infrastructure component of at least EUR 1 million) which registered 241 applications for funding. The submitted projects represent partnerships between eligible beneficiaries in Romania (Botosani, Iasi, Vaslui or Galati counties) and the Republic of Moldova.

Projects evaluation within Romania-Republic of Moldova Joint Operational Programme

The evaluation and selection of the projects submitted within 2014-2020 Romania-Republic of Moldova Joint Operational Programme will be carried out by a Project Selection Committee set up for each of the launched calls for proposalas.

The SOFT projects call for proposals to be opened again

8The SOFT call for proposals of the Joint Operational Programme Romania-Republic of Moldova 2014-2020, whose deadline for application was May 7, 2018, will be opened again for 24 hours starting May 8, at 2 p.m.

Open tender for external assesors

The Joint Operational Programme Romania-Republic of Moldova 2014-2020 published the tender documentation for the procurement of external assesors to carry out the evaluation of applications submitted under the programme.

Deadlines for applications

For the 1st call for proposals –  HARD projects
21st of May for online application and 24th of May for hard copy application.

For the 2nd call for proposals – SOFT projects
7th of May for online application and 10th of May for hard copy application.
