Call for Proposals – main features

The first calls for proposals under the Joint Operational Programme Romania-Republic of Moldova 2014-2020 are planned for the second semester of 2017. Following the launching of calls, information and training sessions shall be organized in the program area (both in Romania and Republic of Moldova). We invite you to check the website for updated information and calendar of events.

Types of projects: Two types of projects may be financed by the programme: hard and soft projects. Separate calls will be organized for hard and soft projects

Hard projects– include an infrastructure component amounting to at least 1 million euro,

Soft projects-projects which do not include an infrastructure component or the infrastructure components are of less than € 1 million per project.

Co-financing: Beneficiary organizations shall co-finance the project with a minimum of 11.11% of the awarded grant. There is no maximum limit of co-financing provided by beneficiaries.

Priority allocations and size of grant:

CALL FOR HARD PROJECTS: Thematic objectives aimed: 3, 7 and 8.

Thematic Objective 3: Promotion of the local culture and preservation of historical heritage

Priority 2.1 Preservation and promotion of the cultural and historical heritage
Priority budget: 9.000.000 Euro.
Size of grant: maximum 1.500.000 euro, of which minimum 1.000.000 euro represents infrastructure component.

Thematic Objective 7: Improvement of accessibility to the regions, development of transport and common networks and systems

Priority 3.1 –Development of cross border transport and ICT infrastructure
Priority budget: 16 mil. Euro.
Size of grant: maximum 2.000.000 euro, of which minimum 1.000.000 euro represents infrastructure component.

Thematic Objective 8: Common challenges in the field of safety and security

– Priority 4.1 – Support to the development of health services and access to health
Priority budget: 7.500.000 Euro.
Size of grant: maximum 1.300.000 euro, of

which minimum 1.000.000 euro represents infrastructure component.

CALL FOR SOFT PROJECTS: Thematic objectives aimed: 2, 3, 7 and 8.

Thematic Objective 2: Support to education, research, technological development & innovation

– Priority 1.1 Institutional cooperation in the educational field for increasing access to education and quality of education
Priority budget: 4.480.000 Euro.
Size of grant: 50.000-400.000 Euro.

– Priority 1.2 Promotion and support for research and innovation
Priority budget: 2.000.000 Euro.
Size of grant: 50.000-200.000 Euro.

Thematic Objective 3: Promotion of the local culture and preservation of historical heritage

Thematic Objective 8: Common challenges in the field of safety and security

– Priority 4.1 – Support to the development of health services and access to health

Priority budget: 1.271.598 Euro.
Size of grant: 50.000-200.000 Euro.

– Priority 4.2 – Support to joint activities for the prevention of natural and man-made disasters as well as joint actions during emergency situations
Priority budget: 2.500.000 Euro.
Size of grant: 50.000-300.000 Euro.

– Priority 4.3 Prevention and fight against organised crime and police cooperation
Priority budget: 2.500.000 Euro.
Size of grant: 50.000-300.000 Euro.

Conditions for submitting applications:

• Each organisation will be allowed to submit, as lead beneficiary, during a call for proposals, maximum 1 application for each priority. However, no limitation will be set for participating in projects as partners.
• Maximum 4 partners (including the project leader) may participate in a project .
• Applications shall be submitted online, by filling in an application form.

The evaluation process:

• All projects (hard and soft), will be evaluated based on the application form submitted before the deadline, as follows:

Step 1: The administrative and eligibility assessment;

Step 2: Technical and financial assessment;

• For hard projects, there would be a third step of evaluation concerning only the applications selected following the steps 1 and 2. Applicant organizations will be requested to submit, within six months, a number of supporting documents, which will be evaluated:

Step 3: Assessment of the supporting documents:

(a) a detailed description of the infrastructure investment and its location;
(b) a detailed description of the capacity building component of the project, except in duly justified cases;
(c) a full feasibility study or equivalent carried out, including the options analysis, the results, and independent quality review;
(d) an assessment of its environmental impact in compliance with the Directive 2011/92/EU of the European Parliament and of the Council and, for the participating countries which are parties to it, UN/ECE Espoo Convention on Environmental Impact Assessment in a Transboundary Context of 25 February 1991;
(e) evidence of ownership by the beneficiaries or access to the land/building;
(f) building permit.
